Most recently, as a Program Officer at the International Legal Foundation, Taylor led development of monitoring and evaluation systems, trained legal aid staff on data-informed advocacy, and supported a randomized trial on early access to legal aid in Kenya.

Taylor holds an M.A. in International Policy and Development from the Middlebury Institute of International Studies and a B.A. in English from California State University, Stanislaus.
