WENDY PHIPPS (SHE/HER)

CHIEF OPERATING OFFICER 

Wendy Phipps joined DC Affordable Law Firm as Chief Operating Officer in June of 2022. Wendy manages all aspects of the financial, administrative, and HR functions for DCALF. For three decades, her career has been focused on creating the infrastructure required to build robust, sustainable nonprofit advocacy and direct service organizations. She has specialized in managing organizational growth and developing new programs and capacities. In addition, she has trained and mentored numerous new staff supervisors and program managers.

Prior to coming to DCALF, Wendy was the Finance Director for the economic development corporation Park Heights Renaissance (PHR), in Baltimore, as it moved through a challenging leadership and financial transition.

Before working with PHR, Wendy spent nine years as the COO at Children’s Law Center (CLC). As the COO, she managed a nine-member finance, IT, and operations team. She helped lead the organization’s equity and inclusion efforts, including recruiting and supervising its first Director of Equity and Inclusion.

Prior to CLC, Wendy served as the Managing Director of USAction, a national grassroots advocacy organization. She designed the financial and operations systems that supported the organization’s growth from staff to three to thirty-five. She oversaw the administrative implementation of a $13 million voter registration effort and provided legal compliance support to state affiliates for electoral, issue, and lobbying campaigns.

For 16 years, Wendy served as a Regional Director for the CLEC Canvass Network, a professional canvass organization that managed the grassroots fundraising and advocacy programs for statewide, multi-issue organizations around the country.

Wendy holds a Bachelor of Science degree in Political Science from the University of Santa Clara. She is actively engaged in her local community in Columbia, MD by volunteering for local election campaigns and faith-based social justice work. She has participated annually in the Courageous Conversations, a faith and race-focused inclusion campaign begun by the late Representative Elijah Cummings.
